I have a 96 3500 4dr dooley,6.5 diesel, at. I bought the truck last year. It had a new transmission in it. I have replaced the motor with another used 6.5. I noticed that when I tried to tow a heavy boat I dropped it down out of overdrive into 3rd. I had 50mile pr hr and rpms of 3000. Is there supposed to be a converter lockout to keep the revs down. You can't tow anything like that. I have been told I should be able to tow in third and do 70 mph, with revs like nothing close to what I got now. 410 axle ratio in rear.
Sounds like you are 2nd gear to me. 3,000rpm's yields 62mph with my K30 that has close to the same trans with identical 4.10 ratio and tire size.
